Are We Circling The Drain Again ??
The Royal Commission of Inquiry into 'COVID-19 Lessons Learned' in response to the Phase Two terms of reference (TOR).
Preamble
I have observed that there are indeed very many who possess abundant intellectual nous and a sound understanding of established medical (and political) ethics, and who appear well equipped to address what many would argue without exaggeration was and continues to exemplify the single greatest travesty in both medicine and politics ever witnessed in New Zealand and across the West since World War II. I am acutely cognizant that such a statement runs abrasively against the several 'approved' narratives, as indeed I am of the fallacies maintained in such narratives. I make no apology for this.
There are also those blessed with a discerning intuition who, in spite of limited education and experience realised that with the advent of 2020 something profoundly amiss had arisen in society and in its governance. This sense of awareness, perhaps also an innate sensitivity to, and perception of social conditioning, ensued directly from the relentless State media promulgation of Government messaging.
Expedited by the work of the New Zealand version of the UK ‘nudge units’ (aka. Behavioural Insights Team), dependent State entities successfully marketed globally and promoted, implemented and utilised in New Zealand, New Zealanders directly and personally experienced, courtesy of its own government agency, the global consequences of, and attempts by, an unelected, unelectable administration (World Health Organisation with its many corporate appendages) to expedite uniform societal behavioural modification, with the dire implications attached to liberty, ethics, personal corporeal sovereignty, professional discernment and critical analysis.
A door was forcibly opened by supra-national entities, abetted by the New Zealand government, its parliamentarians, bureaucrats and its institutions that intentionally violated established medical (and political) ethics. Ultimately, it led to the novel experimental injection of 6 billion people in what may reasonably be termed as the greatest social and political assault ever undertaken in human history using medical trust as a weapon.
Indubitably, the New Zealand administration of the day proclaimed its 2020 intentions: 'Keep it out, then slow down. Go early, Go hard, Stay the course. Delay arrival; flatten peak and curve. Team of 5 million. Exercising powers not exercised before'. (DPMC Minutes March 10, 2020: Proactive release by PM Jacinda Ardern).
nb. The Department of the Prime Minister and Cabinet (DPMC) serves the Governor-General, the Prime Minister and the Cabinet. Its role in pandemic planning and response is to assist in coordinating all-of-government activities through the ODESC system (Officials Committee for Domestic and External Security Co-ordination, a New Zealand government committee which gives the Prime Minister strategic policy advice on security and intelligence matters).

Summary of Submissions Consultation on the Ethical Guidance for a Pandemic ~ June 2023 ~ National Ethics Advisory Committee (2023) (NEAC)
The New Zealand Ministry of Health appear assiduous in their discovery and establishment of the extant ethical position that a majority of New Zealanders hold. That position is crystalline and it stands in contradistinction to the position occupied by the New Zealand Ministry of Health, the New Zealand Medical Council, the HPCA Act Boards and Councils and the elected Ministers of Government. Indeed, the Ministry of Health itself annunciated the New Zealand Ministry of Health Pandemic Plan ~ A framework for action (Interim update – July 2024) that appears quite blind to the results of the NEAC survey it published in 2023.
It is reasonable to consider that the report of the National Ethics Advisory Committee (2023) may be argued to pre-empt this Royal Commission for it clearly articulates an extant sense of ethics that remains prevalent in New Zealand society today. Such ethics established historically against a backdrop of tyranny and atrocity were a bedrock of civilised, principled and rational society, that is, until 2020. At this time its embrace by political and medical authorities ceased. The 2023 NEAC survey document must be considered and acknowledged by the Commissioners to establish clear precedent regarding the expectations that New Zealanders possess of any ethical position that may arise from the post hoc deliberations of the Commissioners.
Furthermore, the apparent authoritarian abrogation of established ethics and best practice by the New Zealand Government and apical Medical Council since 2020, most especially witnessed by the “vaccine” mandates of 2021, must also serve to raise further question surrounding the likelihood that the future actions of such authorities may not readily conform to any recommendations emerging from this Commission consistent with the a priori (2023) articulated ethics of the New Zealand populace.
In the preceding NEAC (2022) publication, ‘Ethical Guidance for a Pandemic’, it may be seen that NEAC sought to embrace, extend and ethically examine measures that were already 'tested' and had played out in the New Zealand government COVID-19 Public Health Response Act 2020, which formed the basis of the subsequent New Zealand Ministry of Health Pandemic Plan ~ A framework for action (Interim update – July 2024). In an obvious sense, NEAC conferred an ethical imprimatur to this 2024 'framework for action' document by the New Zealand Ministry of Health. It was therefore apparently assisting the New Zealand Ministry of Health by helping define its future intentions.
Interestingly, the first NEAC document (2022) appears well publicised while reference to the NEAC (2023) public survey document appears rather more rare.
I will highlight why this appears to be the case and render the existence of an apparent disconnect in ethics, one that exists between bureaucratic and ministerial policies and the intrinsic societal ethics espoused by a wide range of New Zealanders.
The Ladder Of Coercion
Central to this observation of an disconnect between government and the mores of the populace, NEAC (2022) depicted 'Government Intervention' (pp. 31) in a terrifying ladder of ‘Vaccine’ coercion (pp. 32), citing, ‘The Nuffield Council on Bioethics’ intervention ladder. This ethically dystopian, grotesque and bizarre hierarchical construct signals escalation, coercion and declining choice, all against a lurid backdrop of bright orange shading that oddly diminishes inversely against the applied escalating level of coercion. The design, intent and focus of this document is to impose and normalise “vaccination.” It appears as self-betraying as its depiction, unequivocally exposing a State sanctioned abrogation of established ethics.
The ladder provides a clear demonstration of “guidance” for how cooperation may be manipulated in order to achieve the intervention objective ('vaccination') “voluntarily” where possible, without the need for mandatory and, let us not deny it, the imposition of direct life threatening restrictions on individual rights and life. That such a document exists within the purview of the Ministry of Health or National Ethics Advisory Committee defies rational comprehension.
As a banner of intent then, it provides a clarion call requiring the urgent attention of the Commissioners, for it serves to highlight the unethical strategies associated with an attachment by New Zealand authorities to increasing levels of coercion that may be politically instituted and become available to medical “decision-makers” when intervening for “public health.”
An Antidote to Medical and Political Tyranny
Of importance here and a potential antidote to unethical medical and political overreach is the thinly veiled warning that was broadcasted by NEAC (2022), namely, 'the ability of governments to use all elements of the ladder rests on social licence or the population’s acceptance of the government’s governance'. In this sense NEAC handed the New Zealand populace an awareness of the political keys to the kingdom.
Indeed, these fragile political 'keys' were exposed in the DPMC minutes of the 15 Nov 2020, involving the Office of the Prime Minister, Office of the Minister for COVID-19 Response, Cabinet, where it was acknowledged:
'After meeting 18 Oct Cabinet agreed to move from 'elimination' to 'minimisation and protection'.'
59. Operating the Alert Level System and the COVID-19 Protection Framework simultaneously will be complex and likely confusing for many of the New Zealand public at a time when we are already facing diminishing social license in some parts of New Zealand, and more protest activity. Minimising the time between transitioning Auckland and the rest of New Zealand to the Framework, in combination with very clear public communication about differing or new requirements, will be our key mitigation
NEAC (2022) goes on to express in tacit terms that derogation of the UN ECOSOC Siracusa Principles is possible by adapting New Zealand laws, or we may need to have new laws passed in order to be able to ethically respond to a pandemic (pp. 31).
Aside from an implied expression of future intent, what remains disturbingly omitted is the internationally accepted inviolate nature and ethics of FREE CONSENT that may NEVER permit medical or scientific experimentation.
Commissioners, you will be abundantly aware of both the historical and now continually incessant drumming of the New Zealand media and its denial of any 'experimentation'. For example, the provision of a furnished front page platform for experts ~ whose Sept 2021 statements have since been falsified provides a perfect illustration of co-opted bias, and 'nudging' that remains omnipresent in the State funded TV and radio advertising.
It is conceivable however, that you are unaware of the fact that a synthetic novel polynucleotide and lipid nanoparticle ensemble (side nb), a putative genetic intervention, was by the very admission of its proponents, those very individuals charged with its creation,
an entirely novel entity without any up-scaled manufacturing experience.

The Amendment of the New Zealand Medicines Act (1981)
The New Zealand Minister of Health at the time, Andrew Little, amended the New Zealand Medicines Act in March 2021 (see below) to permit the widespread use of an experimental public health intervention. This Ministerial action served not only to underscore but to betray the experimental nature of the synthetic polynucleotide/lipid nanoparticle ensemble, and the immoral and unethical institution of a public health intervention bereft of FREE and fully informed consent. Furthermore, the official sanction of application for and adoption of 'exemption' explicitly exposes the fallacy of FULLY INFORMED CONSENT.
Medicines Amendment Bill ~ Government Bill 41—1 (2021) ~ Explanatory note: General policy statement
The purpose of this Bill is to amend the Medicines Act 1981 (the principal Act) to clarify the appropriate use of provisional consents to sell and use medicines, and ensure that New Zealanders continue to have timely access to safe and effective medicines.
The Bill meets these objectives by amending section 23 of the principal Act to allow the Minister of Health to give provisional consent for a medicine if the Minister is of the opinion that it is desirable that the medicine be sold, supplied, or used. The amendment removes the requirement for the sale, supply, or use to be for a limited number of patients. This is consistent with the policy intent that New Zealanders have access to safe and effective medicines where there is a public health need. ….. (?Government decreed)
The amendment would enable the Minister to grant provisional consent for medicines where justified, due to an identified public health need and where limited information means that a full consent process (under section 20 of the principal Act) is not feasible.
Riddle me this Commissioners; how can an intervention be deemed 'safe and effective' by 'Ministerial opinion' and 'desirability' when 'limited information exists' regarding the contention of 'safe and effective'?
An undeniable derogation of sacrosanct ethical principles has taken place in New Zealand.
A review (April 18, 2025: 11am) was conducted of this 2021 amendment to the Medicines Act with regard to the New Zealand Bill of Rights Act 1990, as furnished by NZ Legislation Disclosures.
Perhaps tellingly and self-evidently, it is unable to 'disclose' the Ministry of Justice policy regarding constitutional law and human rights currently.
I believe that we can speculatively, though quite legitimately, conclude why.
3.3. Has advice been provided to the Attorney-General on whether any provisions of this Bill appear to limit any of the rights and freedoms affirmed in the New Zealand Bill of Rights Act 1990?
YES
The Ministry of Justice will provide advice to the Attorney-General. This is generally expected to be available on the Ministry of Justice's website upon introduction of a Bill. With respect to the egregious and sanctioned parliamentary and judicial travesty of ethics that has taken place in New Zealand, described elsewhere:
A threshold of scientific rigour was tacitly lost as industrial scale commercialisation suddenly became the bedrock of recommended clinical practice. Simultaneously, the dismissal of historically forged-by-horror principles of medical ethics and scientific practice embodied in the Nuremberg Code (1949), Helsinki Accords (World Medical Association and others 2009), and the Human Rights Declaration on Bioethics took place. The Medicine Act, in the words of the New Zealand Minister of Health, Andrew Little, required “technical amendment to modernise the law” in order to enable New Zealanders to have, “early access to medicines when needed.” In hindsight, it seems equally plausible to interpret what Little really meant was that the New Zealand Government would acquire an ability to both possess “early access” to an untried public health measure and embark down the slippery unethical road leading to the implementation of Pfizer injection mandates.
February 8, 2022; Is New Zealand Ready for Cartwright 2.0?
Siracusa Principles
The United Nations, Economic and Social Council (UN ECOSOC), Siracusa Principles on the Limitation and Derogation Provisions in the International Covenant on Civil and Political Rights, U.N. Doc. E/CN.4/1985/4, Annex (1985).
Whilst these principles “allow” for a brief and measured derogation of freedoms they nonetheless hold as explicit and sacrosanct that such derogations NEVER permit medical or scientific experimentation without FREE CONSENT.
“These rights are not derogable under any conditions even for the asserted purpose of preserving the life of the nation.”
When the New Zealand parliamentary derogation of established ethics is considered in the light of political statements in the recent past, it is clear that the populace of New Zealand has much to be concerned about regarding the ethics of its politicians and bureaucrats, and ipso facto, its governance:
Prime Minister Hipkins: ‘There was no compulsory vaccination, people made their own choices’ . Chris Hipkins told reporters yesterday the COVID-19 jab was not compulsory, even though it was “mandated.”
Esteemed Commissioners, you may undoubtedly recognise, this revealing and politically disingenuous perversion of language as a widely used trick chiefly used to conceal strategies and intentions bereft of constituency. 'A parallel language of legalese inverts many common uses (e.g. a civil summons being merely an invitation, a mandate being a request and not an order, enforcement not having actual force of law'. Given these observations then, the New Zealand Ministry of Health state in its 2024 New Zealand Pandemic Plan 'framework for action' (Interim update July 2024) Pandemic Vaccine, pp147, that: the government may,
“...consider imposing restrictions under legislation on people who choose not to accept vaccination, in relation to work, access to premises and other activities. If legislative measures of this nature are adopted, consideration needs to be given to the New Zealand Bill of Rights Act, legitimate exemptions, international travel requirements and public acceptability in light of the wider framework of response measures.”
As alluded to previously, NEAC (2022) expressed in tacit terms that a derogation of the UN ECOSOC Siracusa Principles is possible by adapting New Zealand laws, or we may need to have new laws passed in order to be able to ethically respond to a pandemic (pp. 31).
In light of the New Zealand Ministry of Health 2024 New Zealand Pandemic Plan 'framework for action' (Interim update July 2024), the future intentions of New Zealand authorities appears transparently obvious and their intent clear.
The Disconnect Observed in Ethics ~ a short summary
The important public consultation document (NEAC 2023) central to this submission, provides clear direction to the medical and political authorities of New Zealand regarding the ethical mores, sensitivities and sensibilities of the population. These characteristics appear to have been ignored by the New Zealand Ministry of Health and by other purported upholders of ethics such as the New Zealand Medical Council and other Boards and Councils of the Health Practitioners Competence Assurance Act in the New Zealand Ministry of Health Pandemic Plan ~ A framework for action (Interim update – July 2024).
The National Ethics Advisory Committee (2023) (NEAC) public survey is briefly summarised here. It stands as a matter of record that New Zealanders gravitate toward ethical behaviour with a proclivity that provides stark contrast to the actions of New Zealand medical and political authorities, business leaders, corporate entities and institutions observed since 2020, and particularly, with the advent of 2021 and beyond.
“The public consultation began on 26 July 2022 with the launch of an online survey. The survey closed on 1 November 2022 and received 428 submissions. In addition, NEAC also received 21 written submissions and held three online focus groups with stakeholders. The submissions were analysed by the NEAC Secretariat (the ‘Secretariat’) at the Ministry of Health.”
Many of the respondents noted a desire for an independent review of the COVID-19 pandemic response and for lessons to be taken from this. Hopefully the Royal Commission of Inquiry into COVID-19 Lessons will meet this desire.
Mandatory Interventions: Concerns were expressed about the use of mandatory interventions, particularly mandates and lockdowns and that greater transparency was required about what evidence is used to make these decisions
‘Upholding human rights’ (92%) eclipsed all by a country mile. Build back better’ (19%) and taking an ‘intersectional approach’ (18%) or embedding mātauranga Māori (17%)’ garned little support.
‘Building Back Better’: “A few individuals” were concerned about ‘Building back better’ as a foundational element and suggested it be removed. Although few respondents outlined why they wanted ‘Building Back Better’ removed, their responses indicated that their concerns were around the role of international organisations, like the World Economic Forum and the United Nations, and whether the ‘Building Back Better’ framework was appropriate for Aotearoa New Zealand.
‘Liberty’ was strongly supported as an ethical principle (81%). ‘Health and wellbeing’ (70%) was “moderately supported,” however, it was also noted that health and wellbeing is not an ethical principle’.
‘There was strong support that restrictions should be agreed rather than imposed’.
‘There was moderate support that imposed restrictive measures should aim to minimise any restrictions on liberty and carefully describe the justification for that limitation. There were mixed responses to the following:
• reciprocal support may be appropriate for people who, to protect others, have restrictions imposed upon them
• restrictive measures can be justified only when all the narrowly defined circumstances set out in human rights law, known as the Siracusa Principles’. (The Siracusa Principles were not the focus of the comments received ~ see below.)
‘There was significant concern expressed about communications during the COVID-19 pandemic, with some noting the quantity of messaging to the public, the ‘one source of truth’ approach and suggesting more opportunities for open debate would have been useful’.
‘The following statements were strongly supported:
• Ideally, vaccination should be voluntary rather than non-voluntary (82%).’
• People who cannot safely receive the vaccine for medical reasons should be given an exemption to vaccine certificate requirements’.
‘This statement was “moderately” supported: The use of vaccine certificates must be based on scientific evidence that they are effective at achieving their stated outcome (46%)’.
‘If a vaccine certificate is required to access essential goods and services, vaccines are no longer truly voluntary. (Vaccine Certificates – Supplementary effects) (89%)’.
People who cannot safely receive the vaccine for medical reasons should be given an exemption to vaccine certificate requirements (Vaccine Certificates – Equity) (90%)’.
‘The comments on reopening mainly address lockdowns rather than reopening, with a few comments stating that lockdowns should rarely or never be used’.
One hopes that any lessons in ethics acquired in this Phase 2 of the Royal Commission proceedings and deliberations may provide valuable informative insight regarding the extant and natural limitations conferred by New Zealanders upon the social license they grant to New Zealand politicians and bureaucrats. Here resides a tacit reminder to authorities of the ability of the New Zealand populace to righteously, peacefully, and rationally withdraw submission to governance.
Time Lines: Bizarre and Revealing
The New Zealand Ministry of Health abetted by the DPMC, corralled the New Zealand business community as a social force to implement politically motivated employment policies (no jab ~ no job) over which the business community had little or no control (Health and Safety At Work Act 2015) and even less ethical understanding, but who would in the end come to bear the direct consequence for their actions in the enforcement of mandates and any emergent liability.
This transparently manipulative political deflection of fault and liability was a manoeuvre that was widely and enthusiastically embraced by New Zealand District Health Boards, corporations, companies and businesses, whose demonstration of ethical blindness was almost total. Speculation of the underlying their reasons remains fertile ground.
The business community appears to have been co-opted in a politically unbridled and cynical manner that betrayed intent and pre-empted ethics.
The DPMC minutes of Mar 18 2020 serve to reveal an extraordinary and unusually 'prescient' time line.
The Enlistment Of The New Zealand Business Community

Agree to formalise support offered by the Business Leaders Forum

Background: Ministry of Health recently hosted a forum of 44 business leaders, selected Ministers and senior officials focused on working together to make the COVID-19 vaccination and immunisation programme a success for Aotearoa New Zealand.
Following a Ministry of Health engagement, conversations between business leaders Rob Fyfe and Kirk Hope have been initiated.
Here we observe once again an apparent disparity between the ambitious objectives of New Zealand Ministry of Health officials and politicians and what appears to have been actually known, as apparently stated by the vaccine developers CEPU (Coalition of Epidemic Preparedness Innovations) and its funded “safety platform” the Brighton Collaboration (BC), whose experts acknowledged (published May 2020):

Truly then, what astute captains of business would commit to support an investment in an unknown computer generated synthetic medical product (or invasive technology) bereft of any license and bereft of lack of experience in mass production?
Are New Zealand business leaders as unwise, naïve and seemingly willing to adopt an unethical position as they might appear, or simply well meaning, compliant, and potentially readily coerced and collusive?
A Time Line Of Impossibility
As cited above, the meeting of 'vaccine' experts took place on the 12 - 13 March, 2020 in which they professed the novel nature of (synthetic) genetic 'vaccines' and an absence of experience for mass production. Their meeting proceedings were published 21 May 2020.By July 27, 2020, Pfizer has commenced its Phase 2/3 study as stated in the Dec 2020 NEJM publication, Safety and Efficacy of the BNT162b2 mRNA Covid-19 Vaccine; Polack FP et al.
In this commercial exercise, between July 27, 2020, and November 14, 2020, a total of 44,820 persons were screened, and 43,548 persons 16 years of age or older underwent randomization at 152 sites worldwide in the phase 2/3 portion of the trial. A total of 43,448 participants received injections: 21,720 received BNT162b2 and 21,728 received placebo. At the data cut-off date of October 9, a total of 37,706 participants had a median of at least 2 months of safety data available after the second dose and contributed to the main 'safety' data set, which excluded pregnant women (and those who became pregnant; data concealed).
The WayBack machine highlights the first release of information captured by this means as 18 November 2021 in which it was stated by MedSafe New Zealand regarding 'vaccination' in pregnancy that there were (implausibly) no safety concerns with Comirnaty (Pfizer COVID-19 vaccine).
Conclusion
The practical impossibility of moving from a stated position of acknowledged expert ignorance and a stated inability to conduct mass production, published in May 2020, (unless that was a Machiavellian exercise of plausible deniability), was preceded illogically and incoherently by the apparent confidence of New Zealand authorities in future 'vaccination' within short months (March 2020 or earlier, as apparently suggested by the Ministry of Health), with the simultaneous grooming being undertaken for the imposition of 'vaccine' mandates and 'no jab – no job' of the business community.
At this juncture, a point of political, bureaucratic and medical incoherence, if not rank incompetence appears, one that overtakes this entire submission, standing as it does bereft of ethics and even comprehension.
The Hon. Grant Robertson, New Zealand Minister of Finance, signed-off on Pfizer / Bio-N-Tech liability waivers notifying the NZ parliament of the Pfizer and BioNTech indemnity on 22 November, after granting it, astonishingly, to Pfizer on the day of 5 October, 2020… as reported,
BEFORE the Pfizer study data cut-off date of October 9.
How, one might ask is such an act rationally and ethically possible? Does it attest to an impermeable institutional blindness of ethics, or are there other explanations that may be considered?
A legendary prescience of 'opinion' shown by the former Minister of Finance and his Ministry of Health Advisors, Medsafe, et al. regarding a political and medical mantra of 'safe and effective' appears all seeing. Where is the public scrutiny of the decision here? Will the deliberations of Part 2 furnish the scrutiny we require?
Would this not seem an appropriate place for the Commissioners to apply their extensive examination and discernment?
Call For Action and Recommendations

The people of New Zealand do not possess infinite patience with or a willingness to endure medical and political subjugation through the obscene route of the abrogation of established ethics.
It is clear that the widespread political, medical, professional and civic engagement with in this unethical charade will not be and cannot be reversed, at least for now. Its vested continuance appears committed to the pursuit of an ethical, medical, and biological trajectory that leads toward a 'dead' end, figuratively and literally. There appears after all too much too lose, be it reputation, influence or profit. How may this be addressed or even considered by the Commissioners? Perhaps one answer lies in the matter of record for future generations, those who may well return to examine and expose the currently impenetrable legacies left by so many today.
The Commissioners are urged to ensure that the derogation of established ethical norms must cease forthwith. As seemingly indicated by the future intentions of the New Zealand Ministry of Health and the New Zealand Medical Council there appears no intent or interest in a reversal of the policies and mangled ethics implemented in 2020 and 2021.
The punitive censure of medical and health practitioners by their respective Boards and Councils is unethical, illogical and completely inconsistent with the requirements expected of aware and informed clinicians. It demands that practitioners and clinicians bow stupidly to a State sanctioned and approved narrative, suspend their critical analysis, thinking and research abilities and simultaneously heavily constrain and curtail crucial questioning and debate. This is both unethical and most unwise for it highlights a failure of the regulated corporate entities under the HPCA Act to effectively implement their primary purpose, safeguarding the public well being. Furthermore, it fosters a silo of abject and craven institutionally enforced ignorance.
The United Nations, Economic and Social Council (UN ECOSOC), Siracusa Principles on the Limitation and Derogation Provisions in the International Covenant on Civil and Political Rights, U.N. Doc. E/CN.4/1985/4, Annex (1985) state that while the principles “allow” for a brief and measured derogation of freedoms they nonetheless hold as explicit and sacrosanct that such derogations NEVER permit medical or scientific experimentation without FREE CONSENT. “These rights are not derogable under any conditions even for the asserted purpose of preserving the life of the nation.” And so this must be unequivocally restored and upheld. No jab – no job is a divisive and evil political pantomime with no place in New Zealand.
The dismissal of historically forged-by-horror principles of medical ethics and scientific practice embodied in the Nuremberg Code (1949), Helsinki Accords (World Medical Association and others 2009), and the Human Rights Declaration on Bioethics cannot be permitted to occur again. New Zealanders cannot permit their authorities to become an international bulwark for the institutionalised desertion of ethics.
Similarly, The New Zealand Medicine Act, in the words of the New Zealand Minister of Health, Andrew Little, required “technical amendment to modernise the law” in order to enable New Zealanders to have, “early access to medicines when needed.”
The amendments installed by the Minister Andrew Little in March 2021 should be reversed and the original wording regarding public health measures reinstated. Legislative congruence with the Articles of the New Zealand Bill of Rights must be restored.
The New Zealand Bill of Rights Act 1990 cannot be abrogated. The civil and political rights must be maintained as inviolate and sacrosanct, with notable attention to ring fencing Rights 8, 9, 10, and 11.
